Tualatin Valley Water District (TVWD) is:

Demolishing the existing pump station and reservoir at TVWD’s 189th property (SW 189th Avenue/SW Hart Road).
Demolishing the existing pump station and reservoir at TVWD’s Goyak property (189th Avenue/SW Rigert Road).
Building a new pump station at the 189th property.
Installing new water transmission pipeline from the 189th property to the Goyak property.

189th Reservoir and Pump Station
The existing 189th Reservoir and Pump Station are aging and experiencing equipment challenges. In addition, the current water demand exceeds the station’s capacity to serve current and future customers in the growing upper elevations of the Cooper Mountain service area.

Goyak Reservoir and Pump Station
The Goyak Reservoir and Pump Station is difficult to access for operations staff, has groundwater intrusion, and needs significant additional upgrades. Due to seismic deficiencies and the challenges of upgrading the reservoir and pump station, the District has elected to consolidate and include the functionality of these facilities elsewhere in the distribution system.

New 189th Pump Station and Piping
The new pump station and associated piping will:

Replace both the current 189thPump Station and the Goyak Pump Station.
Push water to the Cooper Mountain Reservoirs located on Kemmer Road across from the Tualatin Hillsboro Park & Recreation District Cooper Mountain Nature Park.
Boost water service capacity by 60 percent, supporting the growing needs of the Cooper Mountain service area amid ongoing development, well into the future.

Pump stations control the flow of water through the distribution system, and push water through pipelines from lower to higher elevations.

This project is a $10.5M investment supported by water rates and $3 million dollars in infrastructure funding by the Oregon Legislature as part of Senate Bill 1530, signed by Governor Kotek on April 17, 2024.

Process

Spring to Summer 2024: Fencing the Goyak property; Demolishing the reservoir at the 189th property
Fall 2024 - Winter 2025: Pipeline construction connecting the new pump station at the 189th property to the Goyak property
Mid 2025: Demolition of the Goyak Reservoir and Pump Station
June/July 2025: Startup of the new pump station at the 189th property
Fall 2025: Final project completion

Impacts

During Construction

Work Hours: Typical work will occur Monday through Thursday, from 7 a.m. to 5 p.m. Pipeline work will occur Monday through Friday from 8 a.m. to 5 p.m. There will be no work on holidays.
Staging: Equipment, tools, and materials may be stored on nearby streets overnight.
Large equipment: Front loaders, excavators, and dump trucks will be used during this project.
Dust and noise: Customers in the immediate area will experience dust and noise during the project, including:
- Mechanical noise from heavy machinery and equipment.
- Impact noise from breaking and removing concrete.
- Vehicular noise from trucks transportation materials to and from the construction site.
- Beeping or alarms used by vehicles and machinery for safety purposes.
Traffic: Trucks will be hauling away dirt and concrete from the construction sites and making large deliveries of materials and equipment to the construction sites. This may cause up to 15-minute delays on 189th Avenue. Customers are encouraged to plan for extra travel time and consider detouring around the site using SW Hart Road to SW 185th Avenue to Farmington Road.
Unpaved Area: The unpaved area of 189th Avenue, located north of Hart Road, will be restored to its original state after the project is complete, including reinstall of the barriers.
Vibration and Sound Monitoring Devices: Customers near the construction site will experience vibration. Vibration and sound monitoring devices have been installed at the construction site and on nearby customer’s properties to continuously monitor levels during work hours. If vibration or sound levels exceed the alarm limit, project staff will promptly receive an automatic notification. Immediate action will be taken to address the issue and prevent recurrence.
Parking: Construction crew members will carpool to the construction site to reduce impacts to parking in the area.
Planned Water Service Interruptions: Customer's water service may intermittently be shut off for several hours to complete portions of the project. Customers will be notified with a front door notice at least 48 hours in advance of any planned water service shut off.
Services: Mail, garbage, and delivery services will continue to have access to provide their services.
Drone Surveys: During the project, TVWD may fly a drone to conduct regular aerial surveys of the construction site and monitor progress. The goal of these surveys is to provide high-resolution images and videos.
