Tualatin Valley Water District Names Paul Matthews Chief Executive Officer

TVWD's Board of Commissioners is pleased to announce the appointment of Paul L. Matthews as Chief Executive Officer (CEO). As CEO, Matthews is responsible for the overall management and executive leadership of the District.

Matthews was appointed CEO after 12 years as TVWD’s Chief Financial Officer (CFO), where he was responsible for all aspects of the District’s financial management including accounting, finance, budget, debt, and treasury activities. During his tenure as CFO, Matthews’ accomplishments included developing and executing a strategy to secure long-term financing for the District’s water supply program, leading efforts to secure an AA+ credit rating from S&P Global Ratings and Fitch Ratings, securing the District’s low-interest Water Infrastructure Financing and Innovation Act (WIFIA) loan from the US Environmental Protection Agency, and working alongside the District’s partners to develop the governance structure for the new water supply.

Prior to joining TVWD in 2011, Matthews was a management consultant with 25 years of experience, assisting utilities with establishing intergovernmental agreements, developing strategic financial plans, conducting detailed economic and risks analyses, and implementing rate designs.

In addition to his duties with TVWD, Matthews is a member of the Government Finance Officers Association, the Oregon Government Finance Officers Association, Association of Metropolitan Water Agencies, and the American Water Works Association. He is also a former Commissioner on Oregon’s Municipal Debt Advisory Commission. Matthews holds a master’s and bachelor’s degree in economics from the University of Oregon.
