Board of Commissioners

TVWD is governed by a five-member Board of Commissioners elected to four-year terms by District voters. The Board of Commissioners, with guidance from TVWD staff, is responsible for developing policies and procedures to improve TVWD services.

Board meetings are usually held the third Wednesday of each month. Links to meeting minutes and agendas can be found below.

 

TVWD Commissioner Lisac
Position 1: Elliot Lisac

Elliot Lisac is a financial manager who has served on the TVWD Board since September 2022. Commissioner Lisac has expertise in finance, including utility rate modeling, budgeting,  cost analysis, and bond compliance reporting. Mr. Lisac graduated from Jesuit High School and Loyala Univeristy, where he earned a bachelor degrees in FInance and Accounting. He worked for Portland Water Bureau, Deloitte, and Nike prior to taking on full time parenting of three children. 

 

TVWD Commissioner Fisher
Position 2: Carl Fisher

Carl Fisher was appointed to the Board on July 5, 2022, to fill a vacancy through June 30, 2023. Prior to that, Commissioner Fisher served on TVWD’s Budget Committee for several years. In addition to his service on the Board, Commissioner Fisher volunteers on the Metzger Park Local Improvement District, helping to manage Metzger Park, as well as the City of Tigard’s Transportation Advisory Committee.

Commissioner Fisher’s family has lived in the Metzger-Tigard area since the 1950s. He holds a bachelor’s degree in Political Science from Western Oregon University and works as a Legislative Assistant to State Representative Sheri Schouten (Oregon House District 27). Commissioner Fisher recognizes the importance of creating a resilient water supply system that will continue to bring clean and affordable water to all members of the community.

TVWD Commissioner Duggan
Position 3: Jim Duggan

Jim Duggan is a lifelong resident of Washington County and a registered professional engineer specializing in civil and environmental engineering.  He has been a Board member since July 21, 1993, right after the merger of the Wolf Creek Highway Water District and the Metzger Water District.  He was a City of Beaverton employee for over 35 years working in the Public Works and Community Development Departments; he is also a certified floodplain manager.  He is the TVWD representative to the Regional Water Providers Consortium Board and serves as chair of the newly-formed Willamette Water Supply System Commission. 

Commissioner Duggan believes the District must be continually vigilant to assure high quality, reliable and affordable drinking water. He is especially interested in actively pursuing partnerships with other water providers in the region to ensure emergency supplies, explore economic efficiencies and properly plan for growth.  He thinks the District must also maintain its focus on consistently providing excellent customer service.

TVWD Commissioner Sanders
Position 4: Todd Sanders

Todd Sanders has been a TVWD customer for over 20 years. Prior to his appointment to the Board, he served on the TVWD Budget Committee for 12 years. Commissioner Sanders earned a bachelor's degree in Civil Engineering (Hydraulics and Hydrology) and a master's degree and PhD focusing on transport processes in environmental waters. He teaches water supply and treatment courses at Portland Community College.

Commissioner Sanders is most interested in the reliability of water supply systems through additional supply sources, describing the Willamette Water Supply Program as being "mission critical to the water safety of the District". He is also interested in making decisions while being mindful of the rising costs of reliably delivering safe drinking water as well as maintaining equity in access to safe drinking water, especially during times of emergency. Commissioner Sanders was appointed to the Board on July 18, 2018 to fill a vacancy and elected in May 2019.

TVWD Commissioner Doane
Position 5: Jim Doane

Jim Doane is a professional engineer who has served on the TVWD Board since January 21, 1998. Prior to his retirement, during his over 40-year engineering career, Commissioner Doane specialized in water resource engineering and other aspects of civil engineering, such as seismicity. He worked in both the public and private sectors and was the Portland Water Bureau's Chief Engineer.

He is pleased with TVWD's decision to provide the redundancy and security of multiple surface supply sources for the District. Commissioner Doane desires that TVWD continue with its successful efforts to promote conservation and sustainability.
