Tualatin Valley Water District (District) is requesting proposals for Progressive Design Builders for the 189th Pump Station & Pipeline Project No. C12772 (Project). Proposals must be submitted to https://bidlocker.us/details/3287_189th_Pump_Station_Pipeline_Pdb (Bid Locker) by March 21, 2023 by 2:00 p.m. (Deadline). Any proposals submitted after the specified time will not be considered. The RFP documents are available on Bid Locker. Potential proposers who do not already have an approved vendor profile set up with the District will need to register with Bid Locker at https://bidlocker.us/a/tvwd/BidLocker before accessing the RFP documents. There is no cost to register.

Registration with Bid Locker requires a correctly completed Confidentiality Agreement, which is available through the registration process.  Following completion of the requested vendor information and upload of the Confidentiality Agreement, the vendor profile will be sent for a manual approval.  Please allow one business day for your vendor profile to be approved.  If it has not been approved within one business day, or if you have questions about this process, please contact bidsandproposals@tvwd.org.

Proposers will be notified via email when addenda are published. It is the responsibility of the proposer to obtain all addenda. There will be a link to Bid Locker for addenda provided in the automated email.

The District is undertaking the 189th Pump Station & Pipeline Project to provide a reliable water supply to customers in the area.

The existing 189th Pump Station, located at 7400 SW 189th Ave in Beaverton, Oregon, needs to be replaced with a 5.2 million gallon per day pump station. The existing 2-million-gallon concrete reservoir on the site is anticipated to be demolished as part of this Project. The existing well will remain as is.

The existing Goyak Pump Station and 1-million-gallon concrete reservoir, located at 18700 Rigert Road in Beaverton, Oregon, are also aging and anticipated to be demolished as part of this Project. A 16-inch diameter high pressure transmission main is proposed to be installed between the 189th site and the District’s Goyak facilities.

The District is proposing to replace the existing 189th Pump Station with a seismically resilient pump station. The Project includes the following major activities:

  • Design and construction of a new 5.2 MGD pump station which includes permanent on-demand backup power
  • Design and construction of approximately 1,850 feet of 16-inch ductile iron pump discharge piping
  • Demolition of the existing pump stations and reservoirs at the 189th and Goyak sites
  • Updated site security system at the 189th site, including cameras with local backup

 

The proposed schedule for selecting and contracting with a Progressive Design-Builder is provided below. Minor deviations may occur due to unforeseen circumstances.

Late proposals, proposals received by email, fax, or in hard copy will not be accepted or considered. Proposals will not be publicly opened.

The District reserves the right to cancel this solicitation, reject any and all proposals not in compliance with all prescribed public contracting procedures and requirements, including proposer responsibility under ORS 279C.375(3)(b), and may reject for good cause any and all proposals upon the District’s finding that it is in the District’s or the public’s best interest to do so. The District reserves the right to waive informalities and to negotiate a contract with the highest scored proposer.

Proposers are responsible for all costs associated with preparing a proposal.
