On-Call Trade Services RFP

July 25, 2022: Three contracts awarded.  Charter Mechanical Contractors, Inc. (HVAC/plumbing, includes quarterly maintenance), Five Star Electric, Inc. (Electrical), Hydro-Temp Mechanical, Inc. (HVAC/plumbing, does not include quarterly maintenance).

June 22, 2022: Addendum 1 issued and available on Bid Locker.  Addresses required experience for contractors.

Tualatin Valley Water District (District) invites qualified contractors to submit proposals to provide on-call trade services for prevailing wage projects including HVAC, plumbing, and electrical services in the District’s service area in and around Washington County, Oregon, under a one-year contract that can be renewed for up to two additional one-year periods.  District intends to select two contractors in each category of service but reserves the option to award single or multiple contracts and may award more than one category of service to one contractor.  Interested contractors must submit proposals.

Proposers must be licensed by the Oregon Construction Contractors Board.  Prevailing wage rates must be paid by proposers and any subcontractors on the Contract in accordance with ORS 279C.800 to 279C.870.  Proposers and any subcontractors will be required to have a public works bond filed with the Construction Contractors Board before starting work on the Contract unless there is an applicable exemption under ORS 279C.836(4), (7), (8) or (9).  Proposers need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).

Before bidders can download the bid documents or submit a bid, they will need to register with Bid Locker at https://bidlocker.us/Home/bidlockerus.  There is no charge to register. 

All bids must be submitted by 2:00 p.m., Thursday, June 29, 2022 (Deadline) to Bid Locker.  Late bids, hard copy submissions, and submissions via fax or email will not be accepted.  Contractors are responsible for obtaining any Addenda by using the link provided in the automatic email.  Proposals will not be accepted after the specified date and time.  Proposals will not be opened publicly or read aloud.

The District reserves the right to cancel this RFP, reject any and all proposals not in compliance with prescribed public contracting procedures and requirements, including proposer responsibility under ORS 279C.375(3)(b), and may reject for good cause any and all proposals upon the Districts’s finding that it is in the District’s or the public’s best interest to do so. The District reserves the right to waive informalities and to negotiate a contract with the highest scoring proposer. Proposers need not be licensed under ORS 468A.720 (regarding licensing of contractors on projects involving asbestos abatement).

Proposers will be responsible for all costs associated with preparing a proposal.
