Tualatin Valley Water District intends to award the contract for the Construction Manager/General Contractor Services for the Taylors Ferry Reservoir Replacements and Pump Station to the highest-scoring proposer, Emery and Sons Construction Group, LLC, in the amount of $91,700 for Phase 1 services.

Proposals for Construction Manager / General Contractor (CM/GC) of the Taylors Ferry Reservoir Replacements and Pump Station (Project) for Tualatin Valley Water District (Owner) will be electronically accepted by Heather Speight, Procurement and Contract Administrator, via Equity Hub’s Bid Locker at https://bidlocker.us/details/2267_Taylors_Ferry_Reservoir_Replacement_And_Pump_Station_Cmgc_Rfp (Bid Locker) until 2:00 p.m. local time, on October 20, 2021 (Deadline). Before Proposers can submit their proposal, they will need to sign up with Bid Locker at https://bidlocker.us/Home/bidlockerus.  There is no cost to register.  Any proposals received after the specified time will not be considered.

Owner is undertaking the Project to provide a seismically reliable water supply to customers in the area. The reservoirs are located at 6501 SW Taylors Ferry Rd, in Tigard, Oregon.  The Project needs to be completed to maintain service to customers following a seismic event.  This Project generally includes the following:

  • Removal and demolition of existing facilities
  • Two D-110 1.75-million-gallon prestressed concrete reservoirs
  • Pump station, including water quality sampling, flow controls
  • Site civil improvements
  • All new onsite piping
  • SCADA and security system
  • Storage building

The proposed schedule for selecting and contracting with a CM/GC is provided below.  Minor deviations may occur due to unforeseen circumstances.

  • Issue Request for Proposal (RFP): September 24, 2021
  • Pre-Proposal Confidential Meetings – Time TBD: September 29, 2021
  • Deadline for Questions: October 13, 2021, 4:00 p.m.
  • Issue Final Addenda: October 14, 2021
  • Proposal Submission Due Date: October 20, 2021, 2:00 p.m.
  • Interview Notification of Shortlist: October 27, 2021
  • Interviews (if required): November 3, 2021
  • CM/GC Selection: November 5, 2021

Proposals are due to Bid Locker by the Deadline and will be publicly opened by phone conference at (971) 300-4841 (meeting code 623682391#) immediately following the Deadline.  Only the names of Proposers will be disclosed.  Any proposals received after this date and time will not be accepted

Owner reserves the right to cancel this RFP, reject any and all proposals not in compliance with all prescribed public contracting procedures and requirements, including Proposer responsibility under ORS 279C.375 (3) (b), and may reject for good cause any and all proposals upon the Owner’s finding that it is in the Owner’s or the public’s best interest to do so. Owner reserves the right to waive informalities and to negotiate a contract with the highest scored proposer.

Proposers will be responsible for the cost of obtaining the Solicitation documents, including any shipping charges. Proposers will also be responsible for signing a confidentiality agreement prior to obtaining the documents. Return of the documents is not required, and the amount paid for the documents is nonrefundable.
