Water Meter Costs

Costs for water meters depend on the meter's size. A worksheet is available to help determine the appropriate meter size.

Meter and Service Installation Charges by Meter Size (Effective Nov. 1, 2021)

5/8" $965 $220 $315
3/4" $965 $220 $335
1" $965 $220 $395
1-1/2" $3,000 $0 $585
2" $3,000 $0 $715

* Per TVWD water system standards, all meters to 1" in size require a 1" service line

** Amount refundable applies only if TVWD is able to install its services before other utilities

2" $3,000 $715 N/A N/A

*Per TVWD water system standards, all meters to 1" in size require a 1" service line. All new meters include Automatic Meter Reading (AMR) capability. Dig-ins are defined as a service tap in an existing main in an existing street. Subdivisions are defined as undeveloped streets where mains will be installed. Banked dig-ins are defined as one excavation with more than one service tap. Fees for Banked Dig-ins for meters larger than 1" will be determined on a case-by-case basis by TVWD's engineering department.

System Development Charges - Meters Over 1-1/2"

System Development Charges (SDCs) are based on customers' anticipated water usage. Anticipated peak day water usage is divided by the peak day system design flow per ERU. Anticipated average daily water usage will be divided by 358 gallons per day per ERU to determine Storage ERU's. The SDC is the sum of the peak day SDC cost per ERU multiplied by the peak day ERUs and the storage SDC cost per ERU multiplied by the storage ERU's.

Peak Day SDC Cost Storage SDC Cost
$7,991/ERU $1,725/ERU

For more information about SDCs, including circumstances for upgrading your meter size due to fire sprinkler system requirements, take a look at our SDC Resolution below.

Meter and Service Installation Charges and System Development Charges (SDCs) are dependent on meter size(s) required to serve development.

1 For meter sizes 1-inch or smaller, a 1-inch service line size is required. For 1½- and 2-inch meters, a 2-inch service line size is required.

2 A Subdivision Installation Type is defined as the installation of service lines on undeveloped (unpaved) roadways.

3 A Dig-In Installation Type is defined as a single excavation within an existing (paved) roadway for the purposes of performing a single service tap. A Banked Dig-In Installation Type is defined as an additional service installed as part of a dual service installation and performed at the same time as a Dig-In excavation.

4 Meter and Service Installation Charges for Banked Dig-In Installation Types for 1½- and 2-inch meters will be determined on a case-by-case basis.

5 Service lines for meters 3-inch or larger are installed by the development therefore are not applicable.

System Development Charges

System Development Charges (SDCs) are calculated based on a customer's average and maximum daily water usage. For meters 1-1/2” or smaller, SDCs are flat rate amounts adopted previously by the District. For meters 2” or larger, water usage must be calculated on a peak and storage fee basis, based on adopted equilavent residentual unit (ERUs) rates.
