In October 2021, Tualatin Valley Water District (TVWD) awarded a contract to Geosyntec Consultants, Inc. for the Willamette Intake Facilities Commission to help develop its Watershed Protection, Monitoring, and Outreach Plan for the mid‐Willamette River and Willamette Basin. The WIF Commission includes TVWD as the managing agency, and the cities of Hillsboro, Wilsonville, Sherwood, Beaverton, and Tigard. This partnership is developing a watershed protection plan in support of its Mission, Vision, Values, and Goals strategic plan, adopted by the WIF Commission Board in July of 2021. The project generally includes the following major elements:

Phase 1
  • Identification of Watershed History, Characteristics, and Stakeholders
  • Data and Risk Analysis
Phase 2
  • Local and Regional Stakeholder Outreach
  • Outreach, Partnership, and Branding Opportunities
  • Financial Opportunities
  • Monitoring Technology and Case Studies
  • Development of Final Watershed Protection, Monitoring, and Outreach Plan

Phase 1 of this project has started and Phase 2 is scheduled to begin in July 2022. It’s expected this plan will take two to three years to fully complete with implementation occurring prior to 2026, when the expanded intake under WIF Commission management begins to serve the additional users of the Willamette Water Supply System (WWSS), which include the WWSS System owners of Tualatin Valley Water Districty, the City of Hillsboro, and the City of  Beaverton,  in addition to the current users (Cities of Wilsonville and Sherwood). Future Drinking Water Supply Coming in 2026

The additional regional water supply will be the Willamette River. This high quality source will be treated at a state of the art, seismically resilient water supply. The system owners include: Tualatin Valley Water District, the City of Hillsboro and the City of Beaverton.

One proposal was received from Geosyntec Consultants, Inc.

The proposal is currently being evaluated according to the requirements stated in the RFP and Notice to Proceed will be issued pending the outcome of scoring.

Willamette Intake Facilities Commission RFP for Consulting Services for Watershed Protection, Monitoring, and Outreach Plan

Proposals were due October 21, 2021 at 2:00 pm to TVWD's Bid Locker portal.

Tualatin Valley Water District (TVWD) and the cities of Hillsboro, Wilsonville, Sherwood, Beaverton, and Tigard, collectively known as the Willamette Intake Facilities (WIF) Commission, are seeking proposals from firms with qualified project staff to provide assistance with the development of the WIF Commission’s Watershed Protection, Monitoring, and Outreach Plan for the mid‐Willamette River and Willamette Basin (Project). This Project is under the management of TVWD (Managing Agency) for WIF Commission activities and operations.

Proposals for consulting services to assist with the Project for the Managing Agency on behalf of the WIF Commission will be electronically accepted by Heather Speight, Procurement and Contract Administrator, via Equity Hub’s Bid Locker at https://bidlocker.us/details/2292_Watershed_Protection_Rfp (Bid Locker) until 2:00 p.m. local time, on October 21, 2021 (Deadline). Before Proposers can submit their proposal, they will need to sign up with Bid Locker at https://bidlocker.us/Home/bidlockerus.  There is no cost to register. Any proposals received after the specified time will not be considered.
