189th Pump Station & Pipeline Project

What is TVWD doing?

To improve the reliability and resiliency of the water system for future generations, Tualatin Valley Water District (TVWD) will be conducting a vital water infrastructure project that will include:

• Removing the existing 189th Reservoir and Pump Station located at the corner of SW 189th Avenue and Hart Road.
• Constructing a new 189th Pump Station at the current site.
• Removing the existing Goyak Reservoir and Pump Station located at the intersection of SW 189th Ave and Rigert Road.
• Installing new water transmission piping between the new 189th Pump Station and the District’s Goyak Reservoir property.

189th Reservoir and Pump Station
The existing 189th Reservoir and Pump Station are aging and experiencing equipment challenges. In addition, the current water demand exceeds the station’s capacity to serve current and future customers in the growing upper elevations of the Cooper Mountain service area. 

Goyak Reservoir and Pump Station
The Goyak Reservoir and Pump Station is difficult to access for operations staff, has groundwater intrusion, and needs significant additional upgrades. Due to seismic deficiencies and the challenges of upgrading the reservoir and pump station, the District has elected to consolidate and include the functionality of these facilities elsewhere in the distribution system.  

New 189th Pump Station and Piping
The new pump station and associated piping will:

• Replace both the current 189th  Pump Station and the Goyak Pump Station.
• Push water to the Cooper Mountain Reservoirs located on Kemmer Road across from the Tualatin Hillsboro Park & Recreation District Cooper Mountain Nature Park. 
• Boost water service capacity by 60 percent, supporting the growing needs of the Cooper Mountain service area amid ongoing development and densification, well into the future.

Pump stations control the flow of water through the distribution system, and push water through pipelines from lower to higher elevations.

This page will host ongoing information about the design needs for this project including activities like geo-technical drilling for soil samples, site surveying, and/or potholing for global positioning system coordinates of existing water system equipment or other underground utilities. These types of activities, and others, will aid the engineering team with designing the replacement facilities. 

This project is a $10.5M investment in the water system. It will be supported by revenue from water rates, and $3 million dollars in infrastructure funding by the Oregon Legislature as part of Senate Bill 1530, signed by Governor Kotek on April 17, 2024.

What is the timeline?

• Now - Spring 2024: Bidding and contracting
• May 2024: Construction begins
• Fall/Winter 2024-2025: Pipeline construction on SW 189th Avenue
• June 2025: Startup of new pump station
• Fall 2025: Final project completion

TVWD has hired Slayden for demolition of the current TVWD facilities and construction of the new pump station. TVWD and Slayden are committed to being good neighbors. During construction, neighbors can expect:

• Work hours limited to 7 a.m. to 6 p.m.
• Typical work week of Monday through Friday unless it is an emergency or required to maintain water supply.
• Advance notice when demolition occurs.
• Traffic controlled by flaggers when necessary and there may be reduced access along SW 189th Ave during pipeline installation and major earth moving activities.
